The conference provides a national platform for researchers, policymakers, civil servants, academics, postgraduate students, and policy practitioners to share evidence, exchange ideas, and contribute to public-sector reform and national development. SPACER 2026 will bring together senior government officials, researchers, academics, private-sector leaders, civil society, and development partners for two days of evidence-based dialogue on public administration, governance, innovation, and development. Six Thematic Tracks Public Administration & Policy Innovation Administrative efficiency, policy reform, regulatory simplification, digital tools, and evidence-informed policymaking. Civil Service Reform & Institutional Capacity Leadership, recruitment, training, institutional culture, ethics, results-based management, and reform outcomes. Climate Change & Environmental Protection Climate adaptation, environmental governance, green financing, natural-resource management, and climate-smart policy. Peace, Governance, Development & Digital Transformation Peacebuilding, public trust, accountability, anti-corruption, digital government, data governance, and cybersecurity. Local Government & Decentralisation District planning and budgeting, intergovernmental relations, participatory governance, fiscal decentralisation, and local revenue generation. Social Development Health and education governance, social-service financing, inclusion, service-delivery outcomes, and social accountability.
